Steps 2:

A.Process

Signing the Land Lease, paying the land rental as agreed.

B. Competent Authorities

  Directorate of Saigon Long An Joint-stock Co. (SLICO)
  Accounting Department of SLICO Co.

C. Result

 Land Lease in Vietnamese or English.
 Issuing Receipt for payment.

Steps 3:

A. Process

 SLICO Co. applies for admitting the Investor into the Industrial Park

B. Competent Authorities

  Long An Provincial Industrial Parks Authority

C. Result

 Within 1 business day, the Industrial Parks Authority shall inform the Investor of his/her admission.

Steps 4:

A. Process

 Within 30 days of the Land Lease signing date, the Investor makes the project and applies for investment :

 As a foreign business.
 As a domestic one.

B. Competent Authorities

 Long An Provincial Industrial Parks Authority.
 Long An Provincial Service of Planning & Investment.

C. Result

 Issuing Investment Licence.
 Issuing Business Registration Certificate.

Steps 5:

A. Process

Should the Investment Application :
a. Be approved : The Investor shall carry out the next step;
b. Not be approved : SLICO Co. shall refund the paid amounts without interest. The two parties no longer have any rights & obligations to each other.

C. Result

 Notice of Not Approving the Investment Application.
 Refunding the paid amounts.

Steps 6:

A. Process

a.   Procedures of issuing the Land Use Right Certificate.
b.   At the same time, during the fulfilling of the procedures, the Investor pays the land rental in accordance with the agreed progress of payment as specified in the signed Land Lease.
c.    The Land Use Right Certificate shall be issued to the Investor right after the full payment of the land rental under the signed Lease.

B. Competent Authorities

 Service of Resources & Environment submits to Long An Provincial People’s Committee the following documents :

 Land Sublease signed by SLICO and the Investor, confirmed by Long An Provincial Industrial Parks Authority.
 Notarized copy of Investment Licence or Business Registration Certificate.
 SLICO’s Land Use Right Certificate (original).
 Extract of Measurements, Area, and Location of the Land leased by the Investor (made by Technical Center for Resources & Environment).

C. Result

 Long An Provincial People’s Committee makes the decision to issue the Land use Right Certificate to the Investor, within 7 business days.
 Full payment of Lease value. SLICO Co. hands over the ground with built-in infrastructure and Land use Right Certificate to the Investor.
